The follower if he joins the imam while he is reciting: does he begin with the opening supplication and recite al-Fatihah?

The fifth question of the fatwa number ( 15455 )
Q 5: In the loud prayer, if I arrive while the imam is praying and reciting the surah after al-Fatihah, am I required to recite the opening supplication and al-Fatihah, or only the opening supplication? Likewise, if I arrive while the imam is in bowing, am I required to recite the opening supplication and al-Fatihah, or only the supplication for bowing? And what about in the quiet prayer? I ask for clarification. May Allah protect you.
A 5: The opening supplication is a recommended practice (sunnah), but if you fear missing the recitation of al-Fatihah before bowing, recite al-Fatihah and leave out the opening supplication. If you fear missing the bowing itself, the opening supplication and the recitation of al-Fatihah are dropped from you. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
