Q: What is the meaning of the saying of Allah the Exalted:[Ali 'Imran 3:159] ? May Allah protect you and care for you.
A: Linguistically, the meaning of shura (consultation) is the matter in which one consults, and it is the extraction of an opinion by referring to one another, from their saying: "I shartu (extracted) the honey," meaning I took it from its place and extracted it from it. Al-Qurtubi said in his Tafsir (2/252): "And shura is based on the difference of opinions, and the one who consults looks into that difference and looks for the opinion closest to the Book and the Sunnah, if possible. Then, when Allah the Exalted guides him to what He wills of it, he resolves upon it and executes it, relying upon Him, for this is the ultimate goal of the required ijtihad (independent legal reasoning), and with this Allah the Exalted commanded His Prophet in this verse." And Ibn Kathir said regarding the exegesis of this verse (1/420): "Therefore, the Messenger of Allah (peace and blessings be upon him) used to consult his Companions in matters when something occurred, to please their hearts, so that they would be more enthusiastic in what they do, as he consulted them on the day of Badr
regarding going to intercept the caravan." And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
