Q2: The Marcos government offered Muslim students in the Islamic universities of the Philippines a monthly stipend of 25 dollars, on the condition that each graduate work in the government for at least one or two years, or pay back half of the amount the government gave them during their studies if they do not agree to work in the government. Is it permissible for the students to accept this offer so that Marcos can use the Muslim graduates against their fellow mujahideen? It is rumored that whoever works with him and is obedient deserves to be in leadership positions, while the Muslims who fight against him he calls: rebels
A2 : If the reality is as mentioned, that Marcos gives the stipend to the students during their studies as a ruse and to win their hearts so that he can exploit them against their Muslim brothers by suppressing them, harming them, or oppressing them, or by bad propaganda to tarnish their reputation—then it is obligatory not to accept the stipend in order to nullify his ruse, and out of fear that they may be unable to fulfill the repayment of half of it and thus be forced to place themselves at the government’s disposal. They should fear Allah and seek His help against His enemies, for the Exalted said:
And whoever fears Allah - He will make for him a way out (3) And will provide for him from where he does not expect.وَمَنْ يَتَّقِ اللَّهَ يَجْعَلْ لَهُ مَخْرَجًا (2) وَيَرْزُقْهُ مِنْ حَيْثُ لاَ يَحْتَسِبُ
[At-Talaq 65:2-3]
