And is it permissible to build another mosque nearby?
The Shaykh : The ruling in this matter is that there is no harm in their performing wudu with this water that has changed due to its prolonged stay. This water is purifying even if it has changed, because it did not change by being mixed with an external substance; rather, it changed due to its long stay in this place. There is no harm in performing wudu from it, and their wudu is valid.
As for establishing another mosque near this mosque, it is not permissible because that constitutes harming the first mosque. The scholars have mentioned that this is forbidden, and that the later of the two must be demolished because it is the one that caused the harm. It is not hidden from anyone the saying of Allah (Mighty and Majestic):[At-Tawbah 9:107] It is not hidden from anyone this verse, and that whoever builds a mosque that results in harming the other mosque and dividing the Muslims will have a share in this verse.
