The Shaykh : His question is composed of two descriptions in what he mentioned, he says "due to his ignorance and indifference", and there is a great difference between them. If he left fasting due to his ignorance, thinking that fasting is not obligatory upon him, such as a woman who reaches puberty through menstruation while she is young and does not think that puberty occurs until the completion of fifteen years, then it is obligatory upon her to make up Ramadan, because obligatory duties are not dropped by ignorance. This issue occurs frequently for some women who reach puberty through menstruation while they are young, so the woman is shy to inform her family that she has menstruated, and you find that she does not fast. Sometimes she fasts even during the days of menstruation. So we say to the first one who did not fast: It is obligatory upon you to make up the months you did not fast after your puberty. And we say to the second one who was fasting during the days of menstruation: It is obligatory upon her to repeat what she fasted during menstruation, because fasting during menstruation is not valid.
As for his saying: "or being negligent", its apparent meaning is that he did not fast while being negligent regarding fasting, despite knowing its obligation. If the matter is as you understood it, then one who leaves the fasting of Ramadan out of negligence, while knowing its obligation, his making it up will not benefit him and it will not be accepted from him, even if he fasts a thousand months. This is because time-bound acts of worship, which have a limited time with a beginning and an end, cannot be valid except in that limited time. So whoever performs them before the time enters, it is not accepted from him, and whoever performs them after the time enters, it is not accepted from him unless he is excused by a Sharia excuse that permits him to delay. This is general for all time-bound acts of worship. Accordingly, if one leaves the prayer out of negligence for a known period, but he did not leave it absolutely, such as: he prays one day and leaves it one day, then his making up that day on which he left the prayer will not benefit him, because making it up after the time has exited without an excuse is not accepted, due to the saying of the Prophet (peace and blessings be upon him):
He who did any act for which there is no sanction from our behalf, that is to be rejected. من عمل عملاً ليس عليه أمرنا فهو رد

. Accordingly, we say to the one who left the fasting of the month of Ramadan out of negligence: It will not benefit you to make it up, but you must repent to Allah (Glorified and Exalted is He), increase in righteous deeds, and not return to such an action. And success is from Allah.
