Q3: A man performed 'Umrah with his wife, and the wife entered the state of ihram by uncovering her face. When they entered the Haram, a soldier inside the Haram refused to let her proceed unless she covered her face, so she covered it. Does she owe anything, and does she have to repeat the 'Umrah? What is the opinion of the Shaykh (may Allah have mercy on him) regarding uncovering the face in ihram for a woman?
Vol. 3: A woman may uncover her face while performing the rites of Hajj or 'Umrah, unless non-mahram men pass by her or she is in a crowd containing non-mahram men, and she fears that they will see her face; in that case, she must lower her khimar over her face so that none of them can see it. This is based on the statement of 'A'ishah (may Allah be pleased with her):Mishkat al-Masabih 2690 narrated by Abu Dawud. It is also possible that the soldier ordered her to cover her face upon entering the Haram for the sake of the non-mahram men present there. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
