Q: A citizen named Khawaylid al-Jad'i al-Mutayri , a resident of a village, submitted a question stating that on the night of the thirtieth of Sha'ban this year, he was in Kuwait . The Kuwait radio broadcast an announcement stating that they had religiously confirmed the sighting of the Ramadan crescent on the night of Tuesday, corresponding to the thirtieth of Sha'ban in the Umm al-Qura calendar. He was sitting by the radio when he heard the Riyadh radio broadcast an announcement from the Supreme Council of Judiciary stating that they had not confirmed the sighting of the Ramadan crescent on the night of Tuesday, corresponding to the thirtieth in the Umm al-Qura calendar. He then fasted with the people of the country where he was located at the time of their claimed sighting. He then returned to the Kingdom two days later and found that the people had fasted two days of Ramadan, which was the third day for him. The matter became confusing for him at the end of the month if Ramadan were to complete thirty days: is it obligatory for him
to fast with us or break his fast, in the event that Kuwait broadcasts an announcement on the night of the thirtieth of Ramadan that they have seen the Shawwal crescent, and he breaks his fast with those who fasted with him? Although the questioner believes that what the Riyadh radio announced is the most correct in his view, and that he only fasted with the people of Kuwait out of respect for the sanctity of the time, we request guidance on this reported matter.

A: If a person is in a country where its people have begun fasting, it is obligatory for him to fast with them; because the ruling for one who is in a country in this matter is the ruling of its people; based on his saying (peace and blessings be upon him):
Fasting is the day you fast, breaking the fast is the day you break the fast, and the Festival of Sacrifice is the day you sacrifice.الصوم يوم تصومون والإفطار يوم تفطرون والأضحى يوم تضحون
narrated by Abu Dawud with a good chain, and it has corroborating narrations in his collection and in the collections of others. And on the assumption that he moved from the country where he began fasting with its people to another country, his ruling regarding breaking the fast and continuing is the ruling of the country he moved to. He breaks his fast with them if they break their fast before the country where he began fasting. However, if he breaks his fast for less than twenty-nine days, he is obligated to make up one day; because the month does not decrease below twenty-nine days, and he makes up what he missed.
