All praise is due to Allah alone, and may blessings and peace be upon the one after whom there is no prophet. And after: The Permanent Committee for Scholarly Research and Ifta has reviewed what was sent to His Eminence the President General from His Excellency the Rector of King Saud University, and referred to the Committee by the General Secretariat of the Council of Senior Scholars with number (432) on 25/5/1411 AH. His Excellency asked a question, the text of which is as follows: You know, Your Eminence, that King Saud University accommodates the largest number of female students compared to other universities in the Kingdom, as it includes more than ( 11,000 ) students; this is driven by the need of this country to provide opportunities for female students to continue their education, given the importance of knowledge for the Muslim woman, and to meet the country's need for professions that women require, and to eliminate the phenomenon of hiring foreign women; to avoid the negatives resulting from that. Also, to provide education for Saudi female students within the Kingdom; so that they are not forced to travel abroad. And studying in environments with different beliefs, customs, and cultures, and our concern for the soundness of the university's methodology, and the desire for all its affairs to be conducted within the framework of Islam's eternal view of the human being and its regulation of all aspects of life, and to complete the understanding with
Your Eminence regarding some of the problems the university faces in teaching female students, including teaching scientific and medical courses and advanced study materials, and other subjects where explaining those sciences via television is difficult; as the lecture relies on live experiments that are difficult to convey via video, such as anatomy and others, in addition to the many negatives the university has observed from teaching via television, and the problems accompanying it, some of which relate to operation; as the broadcast is often interrupted or interferes with the students, which affects the academic schedule, as lectures overlap, and the interference of some students with others during these lectures, and their failure to give the lecturer sufficient attention, and the difficulty of controlling the classroom, especially for the supervisors, who are few in number at the university, in addition to the high costs of establishing broadcasting and reception sites, which are numerous due to the large number of students, and the abundant troubles in maintenance, and the difficulty of hiring qualified technicians with high salaries, or contracting with expensive maintenance companies, which costs the university a lot, and since all of this occurred due to the scarcity of female faculty members and their rarity, and the inability of many of them to attend the Kingdom at the specified times, in addition to the lack of absolute trust in those hired from abroad, especially foreign women whose religions, morals, and customs differ from what we follow in this safe country, a situation that necessitates intensifying efforts to graduate
qualified Saudi female faculty members to take on the task of teaching female students in the future, and so that we can reach this stage, if Allah wills, in a short time; the path to that stage must be paved by reviewing the teaching of female students in accordance with the view of the noble Shari'ah, whether at the university level or post-university level, and since our Islamic religion, as you know, Your Eminence, is distinguished, praise be to Allah, from other religions by ease, embodied in the saying of the Exalted:
So fear Allah as much as you are ableفَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْ
[At-Taghabun 64:16]
; we present this problem to Your Eminence and we would like you to inform us, may Allah guide you, of your legal opinion on the possibility of a male faculty member (in a case of necessity where female teachers are not available) teaching female students directly, provided that these female students are fully veiled or wearing niqab showing only their eyes; in order to follow the explanation on the board, especially those in the back rows, as happens during sermons in mosques, with sufficient regulations for the good selection of the faculty member in terms of his integrity and uprightness, and strict monitoring of the female students in terms of maintaining the hijab and complete modesty, and punishing those who violate this by being barred from exams, or expelled from the university if their violations are repeated, and other regulations that can be discussed when implementing this system. We believe that Your Eminence shares the problem facing
the education of girls at King Saud University, and we believe that you are concerned for the benefit of this Ummah, men and women, and from this perspective we opened this idea to Your Eminence, hoping for your kindness in looking into it in a way that achieves the benefit for everyone, asking Allah to reward you, and to guide you to the good of both worlds, for He is the All-Hearing, the Responsive, and peace be upon you and the mercy of Allah and His blessings.

After the Committee's study of the inquiry, it answered that it is not permissible for a man to teach girls directly; because of the great danger and dire consequences in that. And success is from Allah, and may Allah send blessings and peace upon our Prophet Muhammad and his family and companions.
