The fifth question of Fatwa No. ( 6310 ):

Q5: Allah the Mighty and Majestic says: And never would We punish until We sent a messenger.
وَمَا كُنَّا مُعَذِّبِينَ حَتَّى نَبْعَثَ رَسُولا
[Al-Isra 17:15]
Has the argument of Allah the Mighty and Majestic been established against the people of this age, or has it not been established, and is it obligatory upon the scholars to establish it?
A5: For the one to whom the call has reached in this age, the argument has been established against him; and for the one to whom the call has not reached, the argument has not been established against him, just as in all other ages. It is obligatory upon the scholars to convey and explain to the best of their ability. And success is from Allah. May Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
