The second question of Fatwa No. ( 9418 ):
Q2: Is it permissible to pray behind an imam who writes amulets for people, and when drought strikes, he orders people to buy a ram or a cow to be slaughtered, and the boys eat it during the drought in order for the rain to come down? Is it permissible to pray behind an imam who makes vows and slaughters animals for other than Allah the Exalted?
A2: First: It is permissible to pray behind one who writes amulets from the Qur'an and the prescribed supplications, but he should not write them; because it is not permissible to hang them. As for when the amulets contain matters of shirk (associating partners with Allah), one does not pray behind the one who writes them, and it is obligatory to make it clear to him that this is shirk, and the one who is obligated to make it clear is the one who knows it. Making a vow for other than Allah is shirk, and slaughtering for other than Allah is shirk; due to the saying of Allah

And whatever you spend of expenditures or make of vows - indeed, Allah knows of itوَمَا أَنْفَقْتُمْ مِنْ نَفَقَةٍ أَوْ نَذَرْتُمْ مِنْ نَذْرٍ فَإِنَّ اللَّهَ يَعْلَمُهُ
[Al-Baqarah 2:270]
, and He the Exalted said:
"Indeed, my prayer, my rites of sacrifice, my living and my dying are for Allah, Lord of the worlds. (163) No partner has Heقُلْ إِنَّ صَلاَتِي وَنُسُكِي وَمَحْيَايَ وَمَمَاتِي لِلَّهِ رَبِّ الْعَالَمِينَ (162) لاَ شَرِيكَ لَهُ

the verse, and his saying (peace and blessings be upon him):
Allah cursed him who sacrificed for anyone besides Allahلعن الله من ذبح لغير الله

, and the vow is included in His saying the Exalted:
and my sacrificeوَنُسُكِي
. Second: It is not established from the Prophet (peace and blessings be upon him) that he ordered the buying of a ram or a cow to be slaughtered and eaten by the boys during drought in order for the rain to come down. Rather, what is prescribed in that is: the prayer for rain, supplication, seeking forgiveness, and charity to the poor. In fact, that is a bid'ah (religious innovation) with no basis in the pure Shari'ah, and it is authentic from him (peace and blessings be upon him) that he said:
He who did any act for which there is no sanction from our behalf, that is to be rejected.من عمل عملاً ليس عليه أمرنا فهو رد
Sahih Muslim 1718b
. And success is from Allah. And may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
