The ruling on acting upon a part of the year in which no action was taken

The Shaykh: And the summary of that is: "It is not permissible to act upon a part of the year in which no action was taken," because if this part had been intended for that specific text, the scholars would have acted upon it before us, and they were more eager to act upon good deeds than we are. This is a very important principle; whoever among the people of the Sunnah overlooks it falls into religious innovation without knowing or realizing it.
