If the questioner shares our view regarding unconnected public interests, and the detailed explanation given by the Shaykh al-Islam Ibn Taymiyyah (may Allah have mercy on him) in his noble book, *Iqtida' al-Sirat al-Mustaqim Mukhalafat Ahl al-Jahim* (The Straight Path Demanding Opposition to the People of the Hellfire), then we will meet on a common word: that this is valid, and that it contradicts the alleged general texts, but the public interest necessitates not conveying or making audible the salam in order to prevent exposing the prayer of the resident followers to invalidity.
