It is that Mu'awiyah entered his council one day during his governorship, and in the council were 'Abdullah ibn 'Umar, 'Abdullah ibn 'Amr—excuse me, 'Abdullah ibn al-Zubayr—and 'Abdullah ibn 'Amr. One of them stood up, and I believe it was Ibn 'Amr, while the other, Ibn al-Zubayr, did not stand. Mu'awiyah directed his disapproval toward the one who stood for him, which was Ibn 'Amr, arguing against him with the hadith
Let him who likes people to stand up before him prepare his place in Hell. من أحب أن يتمثل له الناس قياما فليتبوأ مقعده من النار

I understand from this that he is drawing attention, as if his unspoken words are saying, "O Ibn 'Amr, you and others, when you stand for the one who enters, you may stamp him with the mark of loving to be stood up for, and over time, he will always come to love being stood up for, and thus he will fall into this severe warning." As for what happened in some other stories, one of the kings of the Abbasids entered, and the people stood up, but one person did not. Al-Rabi', who was the king's gatekeeper or minister, noticed this, and it seemed as if he was resentful of the one who did not stand. He said to the caliph, "Why did you not stand?" He said, "I honored you by not standing." He said to him, "How so?" He said to him, "So-and-so narrated to me from so-and-so from the Messenger of Allah (peace and blessings be upon him) that he said:
