If he is described as a *mudallis*, it is necessary for him to explicitly state that he heard the report directly; otherwise, the defect is the use of the particle *an* (from). Therefore, what you quoted does not mean that we say he did not hear it, but rather that he used *an*. If he had explicitly stated that he heard it directly, and it was said that he did not hear it, we would say that he explicitly stated he heard it directly, but the defect is that he used *an* and did not explicitly state that he heard it directly.
