When is it obligatory for the wealthy to equip the warriors?

O Shaykh, in a hadith of the Messenger of Allah (peace and blessings be upon him), he encourages equipping the warrior in the path of Allah or his substitute. Is this equipping or substitution an individual obligation for every wealthy Muslim, or is this narration merely an encouragement and exhortation?

The Shaykh : May Allah bless you, this relates to the type of jihad. If the jihad is an individual obligation, then at that time, equipping and substituting for the wealthy becomes an individual obligation. And if it is a collective obligation, it is not an individual obligation; rather, it falls under the category of recommendation and what is recommended.
