The Shaykh : The general emirate is the caliphate, and the caliphate does not accept division. If the intention behind the emirate is to organize the affairs of the community to facilitate reaching a correct understanding of the Shari'ah first, and then acting upon it, then there is no objection to having multiple emirs, provided one condition: that there be no enmity or hatred between them. Otherwise, the matter becomes one of the sects that are forbidden in the Book and the Sunnah. As for a person being pledged allegiance to as the general emir by a faction of people, this is, in my belief, among the newly invented matters. Therefore, it is not permissible for us to appoint emirs in the sense of general authority who have not been pledged allegiance to by the general Muslim community, but only by a faction of partisans. In this case, when the groups and parties multiply, the Muslim should not become partisan to one faction over another, because this partisanship is the very division that is forbidden. Rather, he should take the best from every group and not be biased toward one faction over the others.
