What is the ruling on one who cannot trade except by placing his money in banks for the sake of paper currency?

Machine translationRead the Arabic original
The questioner : ... He has a problem. He is a trader in small goods. He knows that it is not permissible for him to keep his money in interest-based banks, but he cannot buy the materials to trade in them except with paper currency, meaning... and he cannot earn that paper currency except by placing his money in those banks; so what must he do?

The Shaykh : What is it that he cannot do?

The questioner : Earn that paper currency...

The Shaykh : Do not repeat the words. Tell me, what is it that he cannot do?

The questioner : Trade; because he works in small goods.

The Shaykh : And does the end justify the means?

The questioner : No, Shaykh.

The Shaykh : So what is this question?

The questioner : He asked me to ask you, O Shaykh.

The Shaykh : And I ask you to convey to him the answer to what he asked about.

The questioner : May Allah reward you.
