The Ruling on Islamic Social Insurance and Its Form

Recently, insurance has appeared that is called Islamic social insurance. Its form is that a company collects insurance premiums from other companies. If we assume that they collect, for example, one million riyals by the end of the year, the company takes its fees, settles the losses of some of the companies, and distributes the money among the companies from which it took the money. What is the ruling on this insurance?
What is clear to me regarding the ruling on this is that I fear people will become negligent in matters involving loss, because if they know that this is guaranteed, they may perhaps become negligent.
