So it is Allah who makes things obligatory. As you know, some obligations are specific with no alternative, some are specific but have an alternative, and some are a matter of choice. The specific one with no alternative is the majority of obligations. The specific one with an alternative is like the options for kaffarah (expiation), such as for zihar (likening one's wife to a forbidden relative), where it involves freeing a slave. If he does not find one, then fasting two consecutive months. If he is unable to do that, then feeding sixty poor people. This is an obligation with an alternative. And the wajib mukhayyar (obligatory choice) is like the options for fidyah (ransom payment).Regarding shaving the head during ihram (the consecrated state of pilgrimage), Allah the Exalted said:
a ransom of fasting [three days] or charity or sacrificeفَفِدْيَةٌ مِنْ صِيَامٍ أَوْ صَدَقَةٍ أَوْ نُسُكٍ
[al-Baqarah:196] .
