The stronger position in these two matters is that when a funeral passes by a person, he should stand for it; because the Prophet (peace and blessings be upon him) commanded this and also did it himself; but after this, he did not stand, rather he stood and then sat down.

And combining his action and his omission: His sitting down was to clarify that standing is not obligatory.
As for raising the hands in the takbir of the funeral prayer, the correct view is that it is done in every takbir; because it is authentically reported from Ibn 'Umar as a mawquf report, and it was also narrated from him as a marfu' report, and a group of scholars have authenticated its elevation to the Prophet.
Therefore, the correct view is that the hands are raised in every takbir.
