The ruling on one who participates in a cooperative on the condition that its members lend to him

There is a cooperative where each member pays 200 riyals. The conditions of this cooperative are that only the members may borrow from it. There is a person who wants to join this cooperative on the condition that he will borrow. Is there any riba in this?

The apparent: There is something wrong with it. Why? Because he pays the two hundred in order for his brothers to lend it to him. So if he conditions that they lend to him, he will condition that they lend him more than the two hundred. Therefore, it is not permissible.
