The Shaykh : The important point in this matter is that any ruler who adopts, in belief and action, the ruling by other than what Allah has revealed is a disbeliever. But I am repeating to your ears what I said so that you understand me well and convey my meaning well: any ruler who adopts a system other than Islam, in heart, belief, and action, is a disbeliever, not a Muslim. This is contrasted with another ruler who adopts rulings, some of which are Islamic and some of which are not Islamic. But when he adopts this second group, he does not adopt them as a belief, believing them to be better than the Islamic rulings. That is the first type, whom we said is a disbeliever. Rather, he adopts them out of desire or an interest he claims, but deep in his heart, his Lord knows from him that he believes the truth and the right is what came in the Shari'ah of Allah (Mighty and Majestic). So this one is an open sinner, not a disbeliever. This point is not distinguished by many of the young Muslims today who are free from sectarian rigidity on one hand and the Western current on the other; they do not distinguish between practical disbelief and creedal disbelief. Those are the group who emerged in your Egypt and became famous, rightly or wrongly, as the Group of Takfir and Emigration.
