Your Eminence! We are in coastal areas, and many visitors come to the area who shorten their prayers and combine them. We are in the Department of Promoting Virtue and Forbidding Vice, and this poses a problem for us; many people arrive and gather at prayer times,And if they are spoken to about it, they say: We are traveling, and we are under a dispensation, even though the prayer is being established and the mosques are praying; but they gather, and some of the local residents who are staying in the area may get mixed up with us. So what is your guidance in this matter?The Shaykh: Are the mosques nearby?The questioner: Can they pray in them, O Shaykh?
It should be explained to them that it is obligatory for them to pray with the congregation,If they say, for example: We cannot do that; we have our families with us, and if we leave our families, we do not know what will happen to them. We fear they might get lost or something else might happen to them. So there is no harm, and a person is trusted regarding his religion.
So as long as his statement is plausible and could be correct, leave them alone.
