O our brothers! Jihad requires, first: It must be under the banner of a caliph or an imam, and this is lacking in reality.

Second: Jihad requires that a person’s going to fight brings benefit and spoils, and it is known that this is not the case at present. Planes come from above, and everyone beneath them is under the power of the planes. There are no spoils. In the past, war was on land; people fought with swords and spears, and there was benefit and spoils.

Third: People participate in these wars who come to vent their frustration because they are suppressed in their own countries. They come to vent their frustration, then they spread poison among the others and make them hate their rulers. These people return to their countries having come to hate the land, its people, and its rulers. This leads to many harms. I do not like to mention examples, but consider several countries.
Then, when security is established in the countries and they are saved from invasion, and a caller wants to call according to his methodology and way, there is a known and established sheikhdom in the countries that they rely on. Any person who calls in a way that differs from what they are upon is prevented. In other words, the true da'wah does not take hold there. This is a problem. But our position with our brothers is that we ask Allah for their victory and support, and this is what we are able to do. Likewise, if it is possible for us to spend money, we will fight with money.

The questioner: Did you previously issue a ruling on the permissibility of going to some of those places?Answer: But matters change with different outcomes. When the war first appeared in Afghanistan, we supported it.And we say: Go, but the outcomes became the opposite of what we wanted. The condition of those who returned from there is known, except for those whom Allah the Mighty and Majestic protected. And those who remain there, the fierce wars among them are not hidden from you now; they are fighting each other.

The questioner: It has reached us that you have a fatwa circulating among the mujahideen in Kashmir in which you advise jihad in Kashmir and that it is a valid banner?Answer: That is not correct.
