The Shaykh : And the opposite of that is people who spend their money to be sacrificed in other places, and this is an error. That is, some people give the Relief Agency or other organizations money to be sacrificed on their behalf in other places. This does not fulfill the sacrifice. The sacrificial animal is a communal obligation that should be established in every country. And among the blessings of Allah the Exalted is that when He distinguished the pilgrims with the sacrificial animals they slaughter as an act of drawing near to Allah during the days of the festival, He prescribed for those who do not perform Hajj to sacrifice so that they may share with the pilgrims in some of the rites of Allah the Exalted.
And the camels and cattle We have appointed for you وَالْبُدْنَ جَعَلْنَاهَا لَكُمْ
[Al-Hajj 22:36]
What is
among the symbols of Allah مِنْ شَعَائِرِ اللَّهِ
[Al-Baqarah 2:158]
? So if this is the purpose of the sacrifice, we tell the person: do not sacrifice outside your home, sacrifice in your country, establish this rite. And sacrificing in a place where money is sent to it is contrary to the Sunnah and causes many benefits to be lost. I will mention the following:
First: It conceals one of the rites of Allah in your country, which is what? The sacrifice.
Second: You miss out on drawing near to Allah the Exalted by slaughtering it, because what is prescribed in the sacrifice is that a person should slaughter it with his own hand. If he is not skilled, the scholars said it is forbidden for him to slaughter it, and this is what he misses.
Third: You miss out on mentioning the name of Allah over it, because if the sacrifice is with you in the country, you are the one who mentions the name of Allah over it. And Allah pointed to this benefit by saying:
And for all religion We have appointed a rite وَلِكُلِّ أُمَّةٍ جَعَلْنَا مَنْسَكًا
[Al-Hajj 22:34]

that they may mention the name of Allah over what He has provided for them of [sacrificial] animals لِيَذْكُرُوا اسْمَ اللَّهِ عَلَى مَا رَزَقَهُمْ مِنْ بَهِيمَةِ الْأَنْعَامِ
[Al-Hajj 22:34]
. So your sacrifice goes to a distant place where you do not know whether the name of Allah was mentioned over it or not, and you deprive yourself of mentioning the name of Allah over it.
Fourth: You miss out on eating from it, because if it is in Bosnia and Herzegovina, Chechnya, Somalia, or elsewhere, is it possible for you to eat from it? Answer? No, you miss out on eating from it. And Allah the Exalted said:
So eat of them and feed the miserable and poor. فَكُلُوا مِنْهَا وَأَطْعِمُوا الْبَائِسَ الْفَقِيرَ
[Al-Hajj 22:28]
then eat from them and feed the needy and the beggar فَكُلُوا مِنْهَا وَأَطْعِمُوا الْقَانِعَ والمعتر
[Al-Hajj 22:36]
. So He began with eating. For this reason, some Muslim scholars held that eating from the sacrifice is obligatory, just as charity is obligatory, and eating is obligatory. And this is certainly lost if you sacrifice in a country other than your own.
Fifth: You miss out on the required distribution, because what is required in the sacrifice is that you eat, and what? And give as a gift, and give in charity. And this is lost if you distribute it there; we do not know if it is distributed as charity to the poor, or as a gift to the rich, or as a gift to people who are not Muslims.
Sixth: You deprive the people of your country of benefiting from these sacrifices. You give gifts to your neighbors and friends from the sacrifice, and give charity to the poor of your country, but if it goes there, this is lost.
Seventh: You do not know whether this is slaughtered in the most perfect manner or in a manner contrary to that. Perhaps it is slaughtered before the prayer, or perhaps it is delayed beyond the days of Tashreeq, or perhaps the slaughterer does not mention the name of Allah over it. All of this is possible, but if it is with you, you slaughter it as you wish, in the most perfect manner.
Therefore, we advise that you do not pay money to be sacrificed outside the country, but rather sacrifice here. And we also advise that whoever has surplus money should give it in charity to his needy brothers in any of the Muslim countries, and let the sacrifice be for him without excess or deficiency.
