The questioner : Many questions have been asked by a number of brothers regarding the ruling on jihad in Bosnia and Herzegovina in these days, especially if a person has obtained his parents' consent to go, and they have agreed to his going there, to the point where he says that he is fully prepared, and his father has given him permission to go there. Is he allowed to do so?

The Shaykh : Yes, he is allowed to go there to fight in the path of Allah; this is the original ruling. However, you know that jihad requires men and weapons. As we know, and as appears to us from the news, weapons are prohibited for the Islamic state in Bosnia and Herzegovina, and they are prevented from having them. So how can a person go to the battlefield without weapons? Therefore, if we wait until the situation becomes clear and until weapons are permitted to enter Bosnia and Herzegovina, so that our going there has an effect and we do not become a burden on others, that is what I see in this matter. This is because both the obligation and reason require a person to act with wisdom, advancing where advancement is appropriate and restraining where restraint is appropriate.
