And Those Who Collect It والعاملين عليها
Who are those appointed to collect it? Those appointed to collect it are the ones whom the authority has appointed, meaning a group of people whom the authority appoints to take the zakah from its owners and distribute it in its proper channels. As for the person you appoint to distribute your zakah, he is not among those appointed to collect it. For example, if you send your zakah to a specific person and say, "Take this zakah or this money and distribute it as zakah," then you are not among those appointed to collect it. This is why the verse says
the workers on it العاملين عليها
and does not say "those appointed in it," because the preposition "on" implies authority.
