Whatever the needs may be, they are either individual obligations, meaning fard 'ayn, or collective obligations, meaning fard kifayah. If it is a collective obligation, such as seeking knowledge, an individual obligation is not compared to a collective obligation. However, if it is among the individual obligations, then every person of legal capacity knows his own situation better than anyone else. It is he who must weigh this individual obligation, which is jihad in the path of Allah, against remaining in his homeland under the claim that he is fulfilling an individual obligation.
