The questioner : The other countries have also become close to one another, and peace be upon you, but Jeddah is still Jeddah and Makkah is still separate from them; therefore, he must enter the state of ihram from Jeddah where he is for Hajj, and he must ultimately offer a sacrificial animal; because in his previous 'Umrah, it was established that he had combined 'Umrah with Hajj, so the statement of the Exalted applies to him:
then whoever performs 'umrah [during the Hajj months] followed by Hajj [offers] what can be obtained with ease of sacrificial animals فَمَنْ تَمَتَّعَ بِالْعُمْرَةِ إِلَى الْحَجِّ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ
