The Shaykh : It is obligatory. This is like the debt that jurists divide into two categories: a living debt and a dead debt.
The Shaykh : A living debt is when you have, for example, so many thousand dinars owed to you by a person named Zayd. Do you have to pay its zakah or not? If the debtor is alive and does not deny it, you must pay its zakah. What relates to our topic, based on your question, is if this debt is dead, you do not pay its zakah. But if Allah revives it for you, it is obligatory for you to pay the zakah of this debt for all the years in which you did not pay its zakah. This is the example before you now.
