Creedal disbelief and heart-based disbelief are both one, leading their owner to the Fire. Verbal disbelief and practical disbelief do not lead their owner to the Fire, but he disobeys Allah if he knows that what he is in of verbal disbelief and practical disbelief is contrary to the Shari'ah. So here, this is called verbal disbelief in the expression of the scholars; because no one among the Muslims believes in these people of unity whom we mentioned, namely that Allah is Muhammad, and Muhammad is Allah.
