Is judgment based on indicators in zakah? If a man is a tenant, is he given from the zakah?

Machine translationRead the Arabic original
Mashhur: The first part: Is judgment based on indicators? A man has a house, and his house is rented, and life is currently known—meaning its difficulty and the like—, no... for him, and it is not for a year or two or ten, and he does not work except collecting zakah; is this an indicator of wealth such that if I were asked to issue a ruling, I would rule that he should not be given? The first question. The second question: With this incident, with this disagreement and accusation and the like; is it prescribed for the rich to give their money to these people?

The Shaykh: By Allah, it varies according to personal conviction; we say regarding the questioners who ask and beg from people, especially in the mosques; I do not give, rarely do I give... the question; because these people have made it a profession, I am convinced that it is not permissible for these people, so if these rich people become convinced that these people are exploiting the money they collect in the name of the poor and the needy, then it is not permissible to give it to them.
