What is the ruling on working in government departments, whether the government is Islamic or disbelieving?

Machine translationRead the Arabic original
The questioner : What is the ruling on working in government departments, whether the government is Islamic or disbelieving?

The Shaykh : In reality, we are in our lands, and the ruling there, as you know, is a purely non-Islamic rule. We have been tested with many matters, and very many indeed. We find a way out for some of them, but for others, we find nothing but to distance ourselves from the job and from employment itself. For example, some of our brothers are professors and teachers in some schools. Some of them teach what they call religious education there, and some teach the Arabic language, grammar, morphology, and the like, and Arabic literature. We see, with certainty, that the correct and obligatory course for these people is to remain in their jobs. Because the one who is a teacher of Islamic education utilizes his position and job to clarify Islamic education in its correct form, especially if this professor is one of our Salafi brothers. And if his specialty is the Arabic language and the like, and Islamic history, there is a wide and very wide field also for spreading Islamic ideas and clarifying the bright Islamic history and what has been inserted into it that distorts its reputation and ...
We see that this is obligatory, and reality has witnessed that this matter was for the benefit of the Islamic da'wah, not for the benefit of the ignorant disbelieving rule. That is because the group there became aware and began to dismiss them from their jobs. They would transfer, for example, the teacher of Islamic education and place him as an employee in what they call there the consumer association; meaning a large warehouse for selling necessities to people, including vegetables and fabrics. They would transfer the professor from the job of teaching to the job of buying and selling, even the professors of history, and even the professors of the Arabic language. One of our brothers was transferred to a governorate to the municipality for administrative matters, writing, and so on. Why? Because, I say with regret, these people became aware of what some of our Salafi brothers have not yet become aware of: the danger of this position in education, through which the Muslim is able to spread the Islamic da'wah in this very teaching, even if the prevailing ruling methodology is a disbelieving methodology. So how do we not accept employment in a job in which we are a sound member for spreading knowledge, for spreading awareness, for spreading Islamic character, and the like? Yes, when the job is in its origin contrary to the Shari'ah, we forbid it completely, such as working, for example, in banks that involve assisting in the commission of what is among the major sins, which is riba (usury or interest). But if the job in itself is, at the least, permissible according to the Shari'ah, and the employed professor is able to perform some of what is obligatory upon him, then we do not say that this job is permissible, but rather we say that it is obligatory as a collective obligation (fard kifayah); if some people perform it, it drops from the rest.
I have probably answered this question.
