If you asked them, "Who created the heavens and earth and subjected the sun and the moon?" they would surely say, "Allah." Then how are they deluded? ولئن سألتهم من خلق السموات والأرض ليقولن الله

They explicitly state that the Creator is One with no partner; and this is one of many verses that narrate their belief that the Creator is One. So what is their disbelief? Allah said in the other verse:
And those who take protectors besides Him [say], "We only worship them that they may bring us nearer to Allah in position." والذين اتخذوا من دونه أولياء ما نعبدهم إلا ليقربونا إلى الله زلفى ...
[Az-Zumar 39:3]
So their ultimate goal is Allah, and when they took gods other than Allah, they made them a means to reach Him and to bring them closer to Allah (Blessed and Exalted is He). So it is a grave and abominable ignorance for Muslims to think that the difference between the Messenger (peace and blessings be upon him) and the polytheists was that they denied the existence of Allah. No, absolutely not; rather, they denied the oneness of worship of Allah, not the oneness of lordship of Allah. No, they believed in the absolute oneness. But please, do not rush a little; because tawhid (the oneness of Allah) according to the scholars is divided into three categories: tawhid al-rububiyyah (oneness of lordship); tawhid al-uluhiyyah (oneness of worship), and some express it as tawhid al-'ibadah (oneness of worship), which is clearer for the general public; the first type is tawhid al-rububiyyah (oneness of lordship); second: tawhid al-'ibadah (oneness of worship); tawhid al-asma' wa al-sifat (oneness of the names and attributes).
