Doubt and suspicion are not considered false accusation of adultery

Question: What is the ruling for a man who doubts his wife’s innocence regarding his infidelity? Does the ruling of execution apply to him? And if he has become certain of her innocence and regrets his bad suspicion of her, what must he do?

Answer: Mere doubt and obsessive thoughts, without a person uttering anything, are not called false accusation of adultery. However, a person must distance himself from doubts and obsessive thoughts, and seek refuge in Allah from Satan. The default status of a Muslim woman is justice, and the default status of a Muslim woman is trustworthiness. Therefore, mere doubts, illusions, and obsessive thoughts are from Satan. He must seek refuge in Allah from them. This is not considered false accusation of adultery. False accusation of adultery occurs if he utters it and explicitly accuses her of unlawful sexual intercourse; that is the false accusation. As for mere doubts and obsessive thoughts, he must leave them, reject them, and seek refuge in Allah from them.
