If there is a need to cover the face because men are near the woman, there is no blame on her, although she can uncover her face when she approaches the ground. However, this may be difficult, and she might forget. The conclusion is: if covering the forehead is for a need, there is nothing wrong with it. If it is not for a need, then no; she should let the khimar wrap around her face and keep the face uncovered.
