Is it permissible for the people of hisbah to monitor certain houses in which they have doubts, and likewise to spy on them?

The questioner : Shaykh, regarding the people of hisbah, are they permitted to monitor if they suspect that certain houses are being used to expose some of the private parts and to violate some of the private parts, and so on? Is it permissible for them to monitor such houses and keep watch on them?

The Shaykh : Monitoring from the outside is permissible, but spying is not permissible.
