We have heard, O Shaykh, of a group called (al-Tawquf wa al-Tathabbut), so we request that you give us a brief overview of them, their foundations, where they originated, and what their ideas are.

The questioner : We have heard, may Allah bless you, of a group referred to as the Group of al-Tawquf and al-Tathabbut. Would you be kind enough to give us a comprehensive and sufficient overview of them? Who is their founder, where did they originate, and what are their ideas? May Allah bless you.

The Shaykh : I have no knowledge of the Group of al-Tawquf and al-Tathabbut. It seems your situation is worse than ours. What do you know about them? We know of al-Waqif, but al-Tawquf and al-Tathabbut are modern terms.

The questioner : May Allah preserve you, O Shaykh, they are called the Group of al-Tawquf or the Group of al-Tabyin. These people, O Shaykh, say, for example, that the default ruling regarding a man is al-Tawquf. For instance, one does not call him a Muslim, a disbeliever, a Sunni, or an innovator until his case becomes clear. What do you say, may Allah preserve you, about this principle, this group, and this statement?

The Shaykh : What if they heard him say, "I bear witness that there is no deity but Allah and that Muhammad is the Messenger of Allah," and saw him praying with the Muslims? It seems the matter is like this. What if? This is the height of misguidance.

The questioner : I mean, especially, O Shaykh, there are some categories of people among us in Saudi Arabia, may Allah guide them, who do not greet a man on the grounds that his case is in a state of al-Tawquf.The Shaykh : Allahu Akbar.

The questioner : Do some of them even say that the default ruling regarding a man is that he is an Ikhwan or a Tablighi until it becomes clear that he is a Salafi? What do you direct these people to, or what do you advise, O Shaykh?

The Shaykh : The verse is
do not say to one who gives you [a greeting of] peace "You are not a believer," ولا تقولوا لمن ألقى إليكم السلام لست مؤمناً
[An-Nisa 4:94]
. The story mentioned in the two Sahihs is when the polytheist was under the blow of the sword and said, "There is no deity but Allah," so he did not care and killed him. Do you know?
Why did you not split his heart? هلا شققت عن قلبه
Mishkat al-Masabih 3450, 3451
These people seem to be innovators who have introduced something new, meaning they came with a new sect. So, who bears the burden of this call, O brothers?

The questioner : By Allah, O Shaykh, there are some books written on these topics.

The Shaykh : But it is not known that a specific person, for example, is calling to this?

The questioner : It is not known, O Shaykh, that there is a specific person, but there is a book by al-Haddadi, if you have heard of it, O Shaykh.
