If he does not raise them, then a fortiori it is not prescribed for him to wipe his face like this. Because if some scholars say that wiping the face with the hands after the supplication is prescribed, they have a basis, even if that basis is weak in terms of narration. But even if that basis is weak as we said, no one says that he called the adhan and made a supplication, for example, and did this. So this has absolutely no basis in the Sunnah.
