The questioner : There is a mentally impaired young man in our village who imitates people in everything and attends the mosque for every prayer and lines up with the people for prayer, but he bows before the imam and prostrates as he pleases, and all his actions contradict the actions of the praying people to the extent that we are annoyed by him. Is it permissible for us to prevent him from attending the mosque? Please advise us. May Allah reward you with good?

The Shaykh : This mentally impaired man’s attendance at the mosque in the manner described by the questioner is certainly a cause of distraction for the praying people. Therefore, I advise his guardian to prevent him from attending the mosque because of the harm it causes to the praying people. If the Messenger of Allah (peace and blessings be upon him) said to the man he saw stepping over the necks of people while he was delivering the sermon to the people on Friday only, the Prophet (peace and blessings be upon him) interrupted his sermon and said to him:
Sit down, for you have caused harm اجلس فقد ءاذيت
Then what the questioner mentioned about this man is more harmful than stepping over necks, because the one who steps over necks does no more than distract people from listening to the sermon, whereas this man distracts people from humility in prayer and the presence of the heart in it. So I repeat my advice to his guardian to prevent him from attending the mosque to avoid causing harm. And if his guardian does not listen to what I say, I say to you, the people of the mosque, contact his guardian and ask him to prevent him. If he agrees to that, that is what is required. If he does not agree, contact the authorities responsible for the mosques to prevent him. If there is no one responsible for the mosques, then you may prevent him, and let this be done through the imam or the mu'adhdhin, because they are the closest authorities to the mosque, indeed because they are the closest authorities responsible for the mosque, so that there is no chaos or dispute between you and his guardian, because if the order comes from the imam of the mosque or his mu'adhdhin, it will be easier for the people. Yes.
