That the one who commands must know that this person has left what is right.

Machine translationRead the Arabic original
The Shaykh : Is he ignorant or knowledgeable? He is ignorant. Therefore, it is not permissible for you to command something as if it were from the Shari'ah of Allah unless you know that it is from the Shari'ah of Allah. Otherwise, you will be held accountable from two sides: first, because you attributed this matter to the Shari'ah of Allah when it is not part of it, and second, because you commanded the servants of Allah to do something that Allah did not command them to worship Him with. Second: The one who commands must know that this person has left what is right. He should not command something where there is a possibility that the one being commanded has already done it. He should not command something where there is a possibility that the one being commanded has already done it, until he asks for details and looks into whether he did it or not. Because if he commands something while not knowing whether the one being commanded has done it, he becomes hasty and not wise in his command. Look at the wisdom of the Messenger of Allah (peace and blessings be upon him). He was delivering the sermon to the people on Friday when a man entered the mosque and sat down. Sitting down upon entering the mosque is leaving what is right. What is the right thing? Praying two rak'ahs as the greeting of the mosque. The man sat down, and the Prophet (peace and blessings be upon him) did not say to him, "Get up and pray." Why? Because there was a possibility that he had already prayed. Therefore, he said to him:
"Have you prayed?" He said to him, "No." He said, "Get up and pray two rak'ahs, and they will suffice for you." أصليت ؟ قال له قال : لا قال قم فصل ركعتين وتجوز فيهما
So, first ask for details: did he do this right thing or not? When he said no, he said:
Get up and pray two rak'ahs (units of prayer) قم فصل ركعتين
So, you must know the state of the one being commanded and that he has not done what Allah commanded. And if you are ignorant of that, what do you do? You ask and seek details beforehand.
