The Shaykh : What we see is that it is not permissible to give zakat al-fitr outside the country as long as there are people in the country who are entitled to it. This is what the Hanbali jurists (may Allah have mercy on them) mentioned, because if it is sent outside, it will not be apparent among the people of the country, nor among the family. If it is a sa' of food, the family will know about it and feel that it is one of the rituals of Islam, and the young will learn its obligation from the old.
