Precedence can be cosmic, such as the night preceding the day, or one event preceding another. It can be legal or religious, such as giving precedence to scholars and people of faith over others, or giving precedence to the Muhajirun over the Ansar, and so on.
Therefore, the one who is given precedence and the one who is delayed are related to cosmic matters and to legal and religious matters.
