The Shaykh : The Khawarij... 'Ali ibn Abi Talib was asked about them, and he said: "They fled from disbelief", and he held back from declaring them disbelievers. Some scholars said that the one who calls to his innovation among them is a disbeliever, and some declared them disbelievers absolutely. The scholars differ regarding them. There is no doubt that killing them is obligatory to repel their evil, whether we say they are disbelievers or not. It is not said that the saying of the Messenger of Allah (peace and blessings be upon him)
They would glance through the teachings of Islam so hurriedly just as the arrow passes through the pray. يمرقون من الإسلام كما يمرق السهم من الرمية

is evidence of their disbelief, because they may emerge from Islam, meaning in some of its rulings.
