Is it true that you said it is permissible to exchange ten paper riyals for nine cash riyals?

Machine translationRead the Arabic original
The Shaykh : Three minutes, there is nothing in it.

The questioner : He says:The questioner : May the scholar be respected, I love you for the sake of Allah. I read a fatwa stating the permissibility of exchanging ten paper riyals for nine cash riyals.

The Shaykh : Exchanging or swapping?

The questioner : Exchanging.

The questioner : It is written as exchanging.

The Shaykh : And the correct term is...

The questioner : Swapping.

The Shaykh : Swapping. Well, I say to the brother who said he loves me for the sake of Allah: I ask Allah the Exalted to benefit him with this love and to make us all loving one another for the sake of Allah, Glorified and Exalted is He. As for the fatwa mentioned, yes, it was issued by me, and I still hold to it: it is permissible to give a ten-riyal note and take nine of the other currency, which is metal. There is nothing wrong with this because the type is different. And in the hadith:
If these types differ, sell however you wish. إذا اختلف هذه الأصناف فبيعوا كيف شئتم
Sunan al-Bayhaqi 5:81
And the fact that the government makes the value the same does not necessitate that they are the same. Yes.
