So his intention is: that there is no Friday prayer except with the permission of the Imam, in a place where he has a deputy who establishes the Friday prayer with his permission. Ahmad interpreted it this way in a narration from him.
Similarly, it was narrated from Muhammad ibn al-Hasan, the companion of Abu Hanifah, regarding the interpretation of a major city: that if the Imam sends a deputy to a village to establish the hudud (fixed punishments), then it is a major city.
