Chapter: The Prayer of Fear. And the saying of Allah the Exalted:
(101) And when you travel throughout the land, there is no blame upon you for shortening the prayer, [especially] if you fear that those who disbelieve may disrupt [or attack] you. Indeed, the disbelievers are ever to you a clear enemy. (102) And when you are among them and lead them in prayer, let a group of them stand [in prayer] with you and let them carry their arms. And when they have prostrated, let them be [in position] behind you and have the other group come forward which has not [yet] prayed and let them pray with you, taking precaution and carrying their arms. Those who disbelieve wish that you would neglect your weapons and your baggage so they could come down upon you in one [single] attack. But there is no blame upon you, if you are troubled by rain or are ill, for putting down your arms, but take precaution. Indeed, Allah has prepared for the disbelievers a humiliating punishment. وإذا ضربتم في الأرض فليس عليكم جناح أن تقصروا من الصلاة إن خفتم أن يفتنكم الذين كفروا إن الكافرين كانوا لكم عدواً مبيناً وإذا كنت فيهم فأقمت لهم الصلاة فلتقم طائفة منهم معك وليأخذوا أسلحتهم فإذا سجدوا فليكونوا من ورائكم ولتأت طائفة أخرى لم يصلوا فليصلوا معك وليأخذوا حذرهم وأسلحتهم، ود الذين كفروا لو تغفلون عن أسلحتكم وأمتعتكم فيميلون عليكم ميلة واحدة، ولا جناح عليكم إن كان بكم أذىً من مطر، أو كنتم مرضى أن تضعوا أسلحتكم وخذوا حذركم إن الله أعد للكافرين عذاباً مهيناً

The Shaykh : His statement: “Chapter: The Prayer of Fear,” this is from the chapter of attributing a thing to its cause, meaning the prayer whose cause is fear. Then he cited the verses, which is the saying of Allah the Exalted:
And when you travel throughout the land, there is no blame upon you وإذا ضربتم في الأرض فليس عليكم جناح
[An-Nisa 4:101]
. “Traveling through the land” means traveling in it. “There is no sin upon you” means no sin
if you shorten the prayer أن تقصروا من الصلاة
, meaning reduce it in its number, and likewise in its manner, such that a person does not lengthen it with recitation. And his statement:
from the prayer من الصلاة
is general; the Sunnah clarified that the prayer that is shortened is only the four-rak'ah prayer.
[especially] if you fear that those who disbelieve may disrupt [or attack] you إن خفتم أن يفتنكم الذين كفروا
[An-Nisa 4:101]
means they turn you away from your religion by attacking you. And Allah the Mighty and Majestic abrogated this condition and granted His servants the intention of prayer without the fear of fitnah.
Indeed, the disbelievers are ever to you a clear enemy. إن الكافرين كانوا لكم عدوا مبينا
[An-Nisa 4:101]
This is like an explanation of what came before, which is that the disbelievers are enemies to us with a manifest enmity, because
clear مبينا
means manifest. And the meaning, and Allah knows best, is that if they plot against you and intend to turn you away and to cause you fitnah from your religion, then you plot against them and shorten the prayer.
In this explanatory sentence, there is a warning against the disbelievers, and that we should not feel safe from their treachery or their plotting, and not trust them. This is the principle, and the opposite of the principle may occur.
And when you are among them and lead them in prayer, let a group of them stand [in prayer] with you and let them carry their arms. وإذا كنت فيهم فأقمت لهم الصلاة فلتقم طائفة منهم معك وليأخذوا أسلحتهم
[An-Nisa 4:102]
His statement:

Some scholars claimed that the Prayer of Fear is only prescribed if the Prophet (peace and blessings be upon him) is among them, but this opinion is weak, because the Companions agreed to practice the Prayer of Fear after the death of the Prophet (peace and blessings be upon him).
let a group of them stand [in prayer] with you فلتقم طائفة منهم معك

Where are they? They are facing the enemy, so that they do not attack the Muslims while they are praying and assault them.

This is the meaning that the Prophet (peace and blessings be upon him) explained by his actual action, because if someone said: if you take the word at its apparent meaning, the meaning is that when they prostrate, they leave the prayer without the tashahhud or the taslim?
We say: The Sunnah clarifies the Qur'an and explains it, and it came that the group that begins the prayer with the imam completes the prayer and then goes
And when they have prostrated, let them be [in position] behind you and have the other group come forward which has not [yet] prayed and let them pray with you فإذا سجدوا فليكونوا من ورائهم ولتأت طائفة أخرى لم يصلوا فليصلوا معك

is the lam of command, as evidenced by the fact that the verb with it is in the jussive mood, and “let them come.”

Who is the other group? The one that was facing the enemy.
