The Shaykh : The mahram (a relative one may not marry), may Allah bless you, becomes a mahram (a relative one may not marry) when he is an adult of sound mind. One who has not reached puberty is not a mahram (a relative one may not marry), and one who has a defect in his intellect is not a mahram (a relative one may not marry) after that.
