The Shaykh : It appears that it is due to both, and for this reason the author followed this chapter with a chapter he will mention: the chapter on the saffron-dyed garment.
So we say: Saffron has a scent and a color, and it is not fitting for a man to perfume himself with something that has both a scent and a color. Yes, a man should perfume himself with what its scent is prominent, and a woman is the opposite, with what its color is prominent. As for the man, it is with what its scent is prominent, as the scholars said. Therefore, we say that a person rubbing saffron on his body is forbidden, but does this include if he uses saffron only on his hand, for example? If he uses saffron on his hand? It appears that if he intends it, it falls under the prohibition. But if he does not intend it, as in the case of a person who works with saffron, a saffron worker, it is known that his hands will have some of its color on them. This does not harm because it is not intended.

The answer is: Yes, the apparent meaning of the hadith is general; it is forbidden whether in the state of ihram or otherwise. This is because using saffron in the state of ihram includes both men and women, so it is not permissible for a man to use saffron after entering the state of ihram, nor for a woman to use saffron. Yes.
