Do some people know nothing about Islam except its name, and is that sufficient for the argument to be established against them?

Machine translationRead the Arabic original
The student: ...they do not know of Islam except its name only; they do not know Islam. Is this sufficient for establishing the argument? They only know that there is Islam?

The Shaykh : This issue is based on the disagreement among scholars: is the excuse the establishment of the argument or the understanding of the argument? Some scholars say that if the argument is established, whether the one being called understands it or not, he has no excuse. Others say that it is necessary for the argument to be established against him and for him to understand it. As for if a messenger is sent to call to guidance, but he did not understand this matter, then the argument is not established against him, because Allah the Exalted said:
And We did not send any messenger except [speaking] in the language of his people to state clearly for them, and Allah sends astray [thereby] whom He wills and guides whom He wills
[Ibrahim 14:4]
After clarification and presentation, people are divided among these messengers into the misguided and the guided. This issue requires reflection in reality: is it sufficient merely for the argument to be established, and upon its establishment, that he should seek the meaning? It is said, "You were negligent... - the time is up, there are no questions - it is said, why did you not inquire? You are deficient?" Or is it said that if the argument is established against a man and it was conveyed to him, but in a confused manner, then he is excused, especially if he died in a time when he was unable to research and inquire. In any case, it is an issue of great depth that requires a complete review of the words of the scholars in this matter, because in our present time it calls for understanding it, as many Muslims are in this state, meaning the truth was explained to them or presented to them in a confused manner. As there are among the people of innovation now, for example, there are people with the innovation of the Rafidah, the innovation of the Khawarij, the innovation of the Asha'irah, the innovation of the Mu'tazilah, many innovations that are confused for people and the truth is mixed with falsehood in them. So many people think that the truth is with them, while they are upon innovation and misguidance. The issue requires a complete research into this topic and a review of the speech of the scholars, especially the scholars who are free in their ideas, like Shaykh al-Islam Ibn Taymiyyah and Shaykh Muhammad ibn 'Abd al-Wahhab and those similar to them.
89 Peace is upon Noah among the worlds. Indeed, thus We reward the doers of good. Indeed, he was among Our servants who believed. Then We drowned the others. And indeed, among his followers was Abraham, when he came to his Lord with a sound heart. When he said to his father and his people, "What is it that you worship? Do you desire false gods besides Allah? Then what is your opinion of the Lord of the worlds?" Then he looked at the stars. And he said, "Indeed, I am ill."..

The Shaykh : In the name of Allah, the Most Gracious, the Most Merciful. I seek refuge in Allah from the accursed Shaytan. We have previously explained the benefits, and I think we have reached the saying of Allah the Exalted:
Then see how was the end of those who were warned.
[Yunus 10:73]
?
The student: ...
The Shaykh :
And indeed, He called us ولقد نادانا
